BID INVITATION NOTICE

The South African Radio Astronomy Observatory (‘SARAO’) hereby invites submissions for the following tender -

Bid Number: NRF/SARAO PEP6/20/2024-25
Bid Description: INSTALLATION OF A NEW BOUNDARY FENCE ROUND THE PERIMETER OF THE MEERKAT
NATIONAL PARK, NORTHERN CAPE
CIDB Grading: It is estimated that contractors must have a CIDB contractor grading designation of 8GB or 8SQ (or higher)
Bid Closing Date and Time: Friday, 6 September 2024 at 12.00PM

COMPULSORY TENDER CLARIFICATION MEETING AND SITE INSPECTION:

**Important Notice**
Tenderers must note that this tender was published previously (Tender Ref: NRF/SARAO PEP6/10/2023-24) although not awarded. This tender is a re-publication, although the works strategy has changed from design and build to build only.

There are three days set aside for the briefing sessions for this tender. For tenderers who attended the previous briefing sessions, Days 1 and 2 are not compulsory, although they must submit evidence of previous attendance by submitting with their bids, the signed A2 Form – Certificate of Attendance at Bid Clarification Meeting and Site Visit. However, Day 3 is compulsory for such bidders to familiarize themselves with the condition of the farmhouses for accommodation purposes.

Day 1:
A compulsory bid clarification meeting will take place on Tuesday, 13 August 2024 at 10.00AM.

Venue: Kareeberg Municipal Public Library Hall located at 5 Lang Street, Carnarvon, GPS Coordinates: 30°57’28.18”S (latitude); 22° 7’38.36”E (longitude) is located in the Northern Cape Province.
Date: 13 & 14 August 2024

Day 2:
A compulsory site inspection will take place on Wednesday, 14 August 2024 at 08.00AM. The site inspection will commence from the above venue (Kareeberg Municipal Public Library Hall), with Tenderers then proceeding with their own vehicles to the site. Tenderers should ideally use fully fuelled 2x4 diesel vehicle with high ground clearance to attend the site inspection.

NOTE – the site inspection will be open to Main Contractors only. A maximum of two (2) representatives from each Main Contractor will be permitted. Following the site inspection, it is incumbent on Main Contractors to ensure that they relay the discussion points to their subcontractors.

Day 3:
Farm houses inspection for accommodation purposes will be done on Thursday, 15 August 2024. Tenderers that opt to use the farm houses will need to complete a register on Day 1. Day 3 is not compulsory, however is necessary. The farmhouses inspection will commence at 08:00am from: Venue (Kareeberg Municipal Public Library Hall), with Tenderers then proceeding with their own vehicles to the site.

Persons attending all briefing sessions must be duly authorised to represent the Tenderer.

Subject to the “Important Notice” above, any bid submitted by a Tenderer not represented at the clarification meeting and site inspection (Days 1 and 2) will be rejected.
Persons attending the clarification meeting and site visit must be duly authorised to represent the bidder. Any bid submitted by a bidder not represented at the clarification meeting will be rejected.

PREFERENTIAL PROCUREMENT SYSTEM:
The 90/10 price and preference points system, as prescribed by Section 4 of the Preferential Procurement Regulations, 2022 issued under the Preferential Procurement Policy Framework Act, (Act No 5 of 2000) (PPPFA) will be applied to evaluate this bid

EVALUATION CRITERIA:
Only tenders which satisfy the minimum functionality thresholds in Stages 2.1 & 2.2 of the Functionality Evaluation will be evaluated further on price and preference. Failure to do so will result in a bid being held to be non-responsive and, therefore, disqualified.

BID SUBMISSION:
Electronic submissions must be sent to tenders@sarao.ac.za on or before the closing date, Friday, 6 September 2024 at 12.00PM.

Bids received after the closing date and/or time will be disqualified.

Bids must be submitted in separate electronic folders, one with the compliance and technical response, and the other with the financial response. Technical submissions must be in searchable PDF format.

Bidders may use WeTransfer, Dropbox or Google Drive to submit their bid submissions.
