The South African Radio Astronomy Observatory (SARAO) embarked on a land acquisition programme during 2015 to 2017 to acquire identified portions of land to enable the construction and protection of the Square Kilometre Array (SKA) Radio Telescope. South Africa, in collaboration with Australia, were jointly awarded the SKA in 2012.

SARAO has secured 40 portions of land as part of the SKA land acquisition programme. This equates to 135 245 hectares of land which forms part of the NRF-owned land where 80% of the SKA Radio Telescope will be established.

The properties are distributed over 3 municipal areas. The majority of the properties fall within the Kareeberg and Karoo Hoogland Municipal jurisdiction and the remainder fall in the Hantam Municipality. SARAO is currently undertaking a process to rezone the NRF-owned land to enable the construction and operation of the SKA Radio Telescope. The NRF-owned land was declared a National Park on 27 March 2020, by the Minister of Environment, Forestry, and Fisheries.

Due to the strategic nature of the SKA Observatory, the SKA Site Complex has been declared as a National Key Point in terms of the National Key Points Act (Act 102 of 1980). SARAO has taken the decision not to consolidate the acquired properties. It is however important to ensure that the boundaries of the NRF-owned land be verified and confirmed, considering that some of these properties were surveyed as far back as in the late 1800s.

The SKA Radio Telescope also requires land servitudes to accommodate 3 spiral arms which extend up to 120km baselines from the SKA Core area. It is estimated that an approximately 1 200 hectares will be required to establish the required infrastructure in the spiral arms based on the proposed SKA detailed engineering designs.

SARAO invites bids for the design, supply, configuration and installation of a Next Generation Firewall (NGFW) solution with Unified Threat Management, and licensing for its sites in Cape Town, Losberg, Johannesburg, Carnarvon, Klerefontein, and CHPC (Centre for High Performance Computing in Rosebank Cape Town – SARAO equipment is hosted here). This includes the hardware, training, licensing and support for a period of 5 years.

The NGFW solution will replace the existing SARAO Check Point firewalls which have reached their end of life and will no longer be supported.
The NGFW should be supplied with a compatible Security Analytics and Log Management component and Centralized Firewall Management component, as well as an Authentication component to integrate NGFW with the SARAO IdM (Identity Management System – this is an industry standard IdM and we are currently out on tender for its procurement and implementation). This integration should be demonstrated through a reference document, complete with example analytics, reports generated and central management & administration of the firewall appliances illustrated.

The NGFW will be setup in an Active/Passive HA (High Availability) mode in two sites, namely the SARAO Cape Town and Losberg sites, with 4 Non-HA (High Availability) smaller appliances in the remaining four sites (Johannesburg, Carnarvon, Klerefontein and CHPC). Should the active unit go down on the HA setup, the other will immediately become the active firewall. The units will control traffic to and from the internal network, other site offices and the internet. Our current ISP (Internet Service Provider) is the Tertiary Education Network (TENET) which provides a 10Gbps connection at each site.

The SARAO Radio Frequency Interference (RFI) team has a need to deploy commercial-off-theshelf
(COTS) and in-house developed hardware at different locations. The enclosures needed are for two existing remote stations, both stations are located approximately 20km from the SARAO core site, with a further two remote stations, planned for, and a Fixed RFI Monitoring Station on top of Losberg. The hardware mentioned above generates radio frequency emissions, therefore it is necessary to shield the equipment in a powered, shielded enclosure such that these emissions do not interfere with the MeerKAT radio telescope.

Five shielded enclosures are required for the three following systems:
(1) 2 x ComRAD Passive Coherent Location (PCL) System
(2) 1 x Losberg Fixed RFI Monitoring Station (RMS)

SARAO along with the Square Kilometre Array Organization (SKAO) has identified a need to develop housing for SARAO employees based in Carnarvon. The employees in Carnarvon are responsible for managing the operations of the telescope, including:

  • Operations staff responsible for the day-to-day operation of the array to control and monitor antenna/station and correlator performance, technicians, digital hardware technicians, and software support persons on duty at all times.
  • Engineers and technicians to provide support to antenna, fibre optic, cryogenic, digital, RF, LO, and IF systems, computing hardware, and to support routine audio and video capabilities.
  • Site security, building and grounds support, vehicle maintenance, health and safety staff.
  • Site management and administrative staff.

The housing needs remains fairly substantial for on-site staff and cannot be met by the limited housing pool in Carnarvon, where SARAO already provides transport to site. For employees resident in other surrounding towns, the daily commute to Carnarvon is particularly onerous. The employees would therefore be willing to rent or purchase these homes should they be available. This need provides a commercial opportunity to a Developer to spearhead the development with the assistance of SARAO and the Kareeberg municipality. Developers wishing to participate in this opportunity are required to submit a proposal that shall include;
